A buyer-oriented checklist for discussing quality, product, labeling, registration and market documentation with an instrument supplier.
A medical-device import document pack should identify the exact product, destination and economic-operator roles before it collects certificates or registrations. For each instrument reference, create a controlled register that records the applicable market route, manufacturer, importer, representative or agent, product and labeling evidence, shipment data, document owner, revision and verification date.
The United States, European Union and Great Britain do not use one interchangeable approval system. A document accepted for one jurisdiction does not automatically authorize placement in another. This checklist is a procurement framework reviewed on 29 August 2026, not legal advice; confirm current requirements for the exact device, classification, role and transaction with qualified regulatory professionals and the responsible authorities.
Start with one product-and-role record
Before asking a supplier for “all certificates,” define what is being supplied and who is doing what. Record the product name, article reference, intended purpose as supplied by the responsible manufacturer, applicable classification or product code, model or family, packaging configuration, destination and planned route to market. Do not infer classification, sterile status, reuse or regulatory pathway from a generic instrument name.
Then map the parties. The same organization may be a buyer in one transaction and an importer, distributor, private-label manufacturer or specification owner in another. Responsibilities follow the legal role and market, not the label used in a sales conversation.
| Control field | Record before quotation approval | Verification question |
|---|---|---|
| Device identity | Exact reference, model/family and supplied intended purpose | Do quotation, label, IFU and supporting documents describe the same item? |
| Destination | US, named EU Member State, Great Britain or Northern Ireland | Which rules and language requirements apply on the planned placement date? |
| Manufacturer | Legal name, address and establishment/site relationship | Does it match labeling and regulatory records? |
| Local role | US agent, EU authorised representative or UK Responsible Person where applicable | Is the appointment current and relevant to this manufacturer? |
| Supply-chain role | Importer, distributor, broker, consignee and purchaser | Are role-specific obligations and records assigned? |
| Document control | Title, identifier, revision, issue/expiry date, owner and verification date | Is the copy current, complete and tied to the exact product? |
United States import checklist
The FDA states that foreign medical-device manufacturers must meet applicable US requirements. Its current overview lists establishment registration, device listing, a quality management system, applicable premarket notification or approval, labeling and medical-device reporting among the basic requirements, and requires a foreign manufacturer to designate a US agent as part of registration information.
These are not a universal promise that every device needs the same premarket submission. The exact route depends on classification and applicable requirements. Ask the responsible regulatory party to document the device classification, FDA product code, premarket basis—such as a clearance, approval or exemption where applicable—and the records connecting the imported reference to that basis.
US supplier and importer evidence
- Manufacturer legal name and establishment details applicable to the manufacturing site
- Device listing information for the exact device or family, where required
- Classification, product code and applicable premarket basis
- Current US agent details for a foreign manufacturer
- Label and instructions appropriate to the marketed device
- Initial-importer identity and assigned complaint, reporting and correction/removal responsibilities
- Entry data coordinated with the customs broker, including manufacturer, shipper, country of origin, product description, product code, applicable affirmations and HTS code
FDA establishment registration and device listing are not the same as FDA approval. The FDA registration-and-listing database warns that inclusion does not denote approval or clearance. Keep the exact premarket basis separate from registration and listing, and do not use an FDA logo or an “FDA approved” claim unless the specific evidence legally supports that statement.
European Union MDR checklist
The EU Medical Devices Regulation assigns distinct responsibilities to manufacturers, authorised representatives, importers and distributors. The first task is to identify each economic operator for the transaction. A non-EU manufacturer generally needs an authorised representative established in the EU, while importers and distributors have their own verification and traceability duties.
As of 28 May 2026, the first four EUDAMED modules became mandatory, including Actor registration and UDI/device registration. The European Commission states that non-EU manufacturers need an active authorised representative and a mandate summary document when registering as an actor. Record the applicable Actor ID or Single Registration Number and device-registration evidence without treating registration as a substitute for conformity assessment.
EU document register
- Manufacturer and, for a non-EU manufacturer, authorised-representative identity and mandate relationship
- Importer and distributor identities and role assignments
- Device classification and applicable conformity-assessment route
- EU Declaration of Conformity for the exact covered device or family
- Notified-body certificate and body verification where the applicable route requires involvement
- UDI and EUDAMED device-registration data required for the product and placement date
- Label and instructions in the language or languages required by the destination Member State
- Traceability, complaint, vigilance, nonconformity and recall responsibilities
Check that document names, device identifiers, legal entities and revisions agree. A valid quality-management-system certificate is not by itself an EU Declaration of Conformity, notified-body product certificate or proof that every product made at the site follows the same regulatory route.
Great Britain checklist
For England, Wales and Scotland, MHRA guidance states that medical devices must be registered before they are placed on the Great Britain market and must conform to the UK Medical Devices Regulations 2002 as they apply in Great Britain. A manufacturer based outside the UK must appoint a single UK Responsible Person, who carries the manufacturer’s device-registration responsibilities.
MHRA also states that device registration does not represent accreditation, certification, approval or endorsement. Treat the registration record as one part of the market file and separately confirm the applicable conformity marking, assessment route, labeling, manufacturer and UK Responsible Person information for the exact device and placement date.
Great Britain document register
- Manufacturer legal identity and non-UK manufacturer’s UK Responsible Person
- MHRA device registration for the exact applicable product before placement
- Applicable conformity-assessment and marking evidence under current transition rules
- Device label, instructions and responsible-party details
- Great Britain importer details communicated through the required route
- Complaint, vigilance, traceability and post-market responsibilities
Northern Ireland is not the same jurisdictional route as Great Britain. MHRA’s current guidance states that, since 28 May 2026, non-custom-made devices for the EU and Northern Ireland markets use EUDAMED registration, while specific Northern Ireland representative and custom-made-device rules remain. Put “GB” or “NI” explicitly in the destination field instead of using “UK” as an ambiguous shortcut.
Separate regulatory evidence from commercial shipment documents
Regulatory readiness does not replace a complete shipment file. Coordinate with the buyer, importer and customs broker to identify the commercial invoice, packing list, transport document, tariff classification, country-of-origin evidence and any destination-specific declaration or permit required for the transaction. Values, quantities, descriptions and legal entities should agree across documents.
Do not copy a tariff code, origin statement or customs value from another product without verification. Regulatory product codes and customs tariff codes serve different purposes. Assign an owner to confirm each code through the responsible authority or qualified customs adviser.
Build a controlled pre-shipment review
- Freeze the order scope. Record references, quantities, packaging, destination, consignee and commercial basis.
- Map every legal role. Identify manufacturer, local representative or agent, importer, distributor and broker.
- Confirm the market pathway. Keep classification, registration and product authorization or conformity evidence separate.
- Reconcile identities. Compare legal names, addresses, device identifiers and revisions across labels, declarations, registrations and certificates.
- Check currency. Record issue, effective, expiry, withdrawal or supersession status and the verification date.
- Resolve gaps before dispatch. Document the owner, answer and approval for every exception.
- Archive the released pack. Retain the exact versions connected to the shipment and applicable retention procedure.
Common documentation errors
- Requesting “FDA certificate” without identifying the actual classification, listing, registration or premarket evidence needed
- Treating establishment registration or device listing as FDA approval
- Using one ISO 13485 certificate as proof of product authorization in every market
- Leaving importer, authorised representative, US agent or UK Responsible Person roles undefined
- Using “UK” without distinguishing Great Britain from Northern Ireland
- Accepting a document whose product reference, entity, site, scope or revision does not match the order
- Relying on expired screenshots instead of current authority or issuer records
- Submitting commercial documents with inconsistent descriptions, quantities, values or parties
Frequently asked questions
Is FDA registration the same as FDA approval?
No. FDA explicitly warns that registration and listing do not denote approval or clearance. Determine the exact classification and applicable premarket basis for the device, and keep that evidence separate from establishment registration and device listing.
Does a non-US manufacturer need a US agent?
FDA states that a foreign manufacturer must designate a US agent as part of its initial and updated registration information. The US agent role does not erase the manufacturer’s or importer’s other responsibilities.
What changed in EUDAMED in May 2026?
The European Commission states that the first four EUDAMED modules became mandatory from 28 May 2026, including Actor registration and UDI/device registration. Confirm the exact transition and registration requirements for the device and economic-operator role.
Does MHRA registration mean a device is approved?
No. MHRA states that registration does not represent accreditation, certification, approval or endorsement. The applicable conformity, labeling and other market requirements still need separate evidence.
Can the same checklist be used for Great Britain and Northern Ireland?
Not without separating the routes. Great Britain follows the UK MDR and MHRA framework described in current guidance, while Northern Ireland applies a different route connected to EU rules and EUDAMED for non-custom-made devices from 28 May 2026.
When should documents be reviewed?
Begin before quotation approval, resolve gaps before dispatch, and archive the exact released versions with the shipment record. Recheck whenever the product, manufacturer, site, role, destination, regulation, certificate status or document revision changes.
Prepare a destination-specific quotation request
Use the RFQ preparation guide to define the product requirement and the sample evaluation guide for product-specific acceptance. Then contact SurgiValley with exact references, quantities, destination, buyer role and required documents. The applicable evidence must be confirmed for the products and market in the written quotation process.
